The TCPalm.com investigation into the Florida Inland Navigation District began in the first quarter of 2011 with a story idea by staff writer George Andreassi. Editors assembled a team that included every newsroom department to investigate the organization. Staff spent months sifting through thousands of records, interviewing officials and residents and collecting photos, video and documents.
